I have Guitar Hero 2 and PCSX2 0.9.6. During the main gameplay of the songs, I will sometimes experience a lag in different parts of the song that I am playing. Normally it's at 60 FPS, but sometimes it lags which causes problems when trying to hit notes, and the FPS is about 45-50 at these points of lag.

My current PCSX2 settings are:

My computer specs are:
CPU: QX9650 Intel Core 2 Extreme 3.0 GHz OC'd 4.0 GHZ
GPUs(SLI): NVIDIA GeForce 9600 GT 1 GB Clock Frequency 700 MHz (x2)
RAM: 1066 MHz DDR2 6 GB
OS: Windows 7 Home Premium 64 Bit

That's about all I think you need to know, all the other settings in PCSX2 that I didn't mention I didn't mess with yet so they're default. Anyway, can this problem get fixed or do I need better hardware?
I tried to search, but all I saw was old threads that said you need better hardware, but my hardware is relatively good.

One more unrelated thing, is there any online capability with the emulator?
Hmmm. Pretty good specs. Have you tried setting GSdx to native? Maybe those instances of FPS loss are GPU heavy moments. (IDK how the game emulates, myself)

Using Speedhacks? Otherwise, you could try the latest PCSX2 release.
You are using a rather old version coupled with old plugins. Try using the latest beta, found in the downloads section of this forum. And yes there is a plugin for online play but Ive never tested it myself so I cant help you out there.
do as said above, however guitar hero is a pretty demanding game, you may also want to consider ripping your game to iso then using linuz iso, there is a lot of dvd reaading that goes on ingame

I'll try a few things, but I have a bluray drive, so it should run fine... Thanks for everything, I'll try all I can.

Reading from a hard drive is still much faster than reading from a disc, so you should atleast give it a try.
Try enabling "native" in GSdx and enabling the "VU cycle stealing" speedhack in the latest 0.9.7 beta. This should give full speed but the might might be not as smooth and if you still don't get full speed you can change the NTSC/PAL framerates in the GS panel to something lower like 40FPS so it's more constant speed.
