[Bug Report] Sega Rally 1995 [NTSC]

Game doesn't get passed the "Playstation" white graphic on black background startup screen. Disc access heard, then nothing. However, Sega Rally 2006 [NTSC] works, these two titles are both from my Japanese box set originals (no copy), and are running direct from the original discs in my Matshita UJ880AS on my Sony VGN-CS21S laptop in Vista 32 bit with 4 GB RAM on Core 2 Duo T6400 @ 2.00 GHz. Don't know if I did this bug report correctly. Just copied the "form" from others here. I'm new to these forums. Appologies if this report has been posted before but I didn't see one when I did a search.
