Your CPU is pretty good, but some games will still prove a bit much for it. Just a heads up. 
Use the Speedhacks Preset options. More may provide better speed, but also may break some games at a certain point.
The only plugin you should really need to change in GSdx. Make sure you use the highest instruction set supported by your CPU. For newer Intel, that would be SSE4.1.
Use native resolution. Your GPU is on the lower end. Make sure you set it to use Direct3D11 while you're in the Video (GS) plugin settings.
