The game seems to go into slow motion trance whenever start playing Socom 3 is it cause my computer my disk is scratched or just need fix something in settings.

it could be
make an ISO ( a copy ) with the program imgburn it may increase speed a lot if the disk that scratched

Try software rendering.  Set it in the Video(GS) settings, or toggle it during gameplay with F9.
It appears you're trying to play a game listed as "In-game" on the Compatibility List.  Perhaps you should be surprised that it runs at all...
