I just noticed on the builds page that there is a build saying that pcsx2 can now take advantage of more than two cores with the build above but it's not there to download. Do the builds that come after it include what is in that build. In other words are all the build cumulative?

Yes, they are cumulative.
r4866 was actually a compile fix for r4865 (the buildbot couldn't compile r4865, but r4866 fixed it so only that one appears in it's list while r4865 appears as "no build").
