For people who are having issues, I can emphasize this part.
3. Right click on the archive and select Properties.
4. Click the Unblock button if it is displayed on the General tab.
Unblocking is really importart. I installed this on a friend's PC recently and I forgot unblocking. It installed but it was incomplete and that'd driven me crazy until I realized my mistake. Maybe this can be useful for anyone.
So I unblocked...and everything..but the only thing is that my bluetooth device did not install...it is upgraded..i have a realtek bluetooth 4.0 integrated into my laptop. It's up to date, the hardware id is USB\VID_0BDA&PID_8821.
This is what my installation looked like, I just want to be able to pair my ds3 with my bluetooth...someone help me please.
Well I've got 2 problems.
1st and worst problem is... every time the Ds3Service of the newest version is started, my mouse stops working completely until I stop it with the command prompt. )in an older version it doesn't do that)
the 2nd and also bad problem is... neither in the old versions nor in the newest version, my controller works. I did everything exactly as told, but when I start the SCP Monitor it says:
Pad 1 : 00:00:00:00:00:00 - USB 00000000 None.
the other pads are disconnected and I can't use the controller at all. I don't know what to do

Read first post for instructions for installation to bluetooth devices not listed. 2 things to note.
1. You cannot use BT for regular stuff simultaneously.
2. Using builtin with a laptop is likely to have issues with sleep/wake and/or shutdown. These issues are not very difficult to get around though, see
this post.

Is it possible you have other controller utilities installed? I'm not sure what would be causing the mouse thing unless something else is interfering. Does it do that if you stop the service and run ScpServer? Post the logs from the server.

I see that you didn't update it (version 1.2.0.160). I don't know if that could help but try it.

This? I hope so. Yes it also stops the mouse, when the service is off and the server is started.
Other Controller utillities? I dont think so. Maybe my mouse driver does something to it? If you need to know I have a Sharkoon Drakonia Black.
I just found something out... the Pad1 thing seems to be my mouse. Everytime I unplug it, the Pad1 is greyed out. and after I plug it back in, the server log changes.

So I could us a major hand.
I am running windows 8.1 and scp had no problems working wired (couldn't get bluetooth working). I recently started using the sixaxis app to use my controller with my pc, but since using it scp won't work anymore.
I've uninstalled all the drivers I could find, and used the scp driver tool to uninstall as well. After reinstalling everything scp won't detect my controller when it is plugged in. When I run the pair tool it shows up blank, and scp monitor + server all show disconnected. MY DS3's 4 lights flash when I first plug it in, but then turn off after a few minutes. Also now the weird thing is sixaxis' pair tool will find my DS3, and I can change the BT address. So now I am able to pair my controller with scp's server, but I just get a bunch of zero's with none beside it.
Another odd thing is I can get the controller to vibrate through scp's server window, but I can't get the controller to work with any game (no button response).
any help would be greatly appreciated.
