how do i know if my emulator is NTSC or PAL??

your emulator is region free. it's not restricted. how convenient.

it just desides what output to use based on the games region. and that output it all that changes or matters. or is different.

You can think of the emulator as a modded PS2, which is region free and can run all kinds of back up as well as original games.
