Anything special need to be enabled, any skipdraws, offsets, certain speed hacks on or off?

The PCSX2 wiki is woefully outdated on almost everything...I guess I could update it myself, but I'm lazy.

with your rig, just the normal out of the box settings is fine, u will get over 100fps as it is
Mm, not asking about speed; just merely any settings that may help with issues it may have.
As far as I remember, it doesn't need anything special, but quickenings and summons can be much heavier than the rest of the game soo when you get your first ones, you'll potentially need to decrease internal res if you set it too high(through I'm not sure if that was really heavy on gpu or maybe cpu in which case you'll have no problems at all;P).

I think I remember 1 issue now which was princess not joining the party first time you meet her(while she should join as a guest), but it's only her, other guests doesn't have such issue and I don't think it's fixable by any settings, through I think I played it even before current stable pcsx2 was released, soo maybe it's fixed by now.
Try first ask later, not the other way around.
Agreed with tuanming. You can also just set clamps to full just to be sure since your rig can handle it fine.
There's a slight blur during cutscenes, and a shimmer from characters. Smooth gameplay besides that.
That's all normal AFAIK.
Yeah, I figured it was. Upscaling produces this effect on many games. It's to bad, oh well.

More issues arise. Random blinking black textures sometimes. At times my FPS plummets and stays there when my CPU usage is still is 30% and my GPU usage is barely half.

EE & GS are both at around 30-40% each at these times. I tried lowering AA from 4x to 2x, but no real difference, probably V-Sync I suppose..but it eliminates stutter.

Gpu usage can be low, but it's memory bandwidth can be abused. If you use high scalling that's normal.
