for the life of me, I can't find the gsdx plugin that allows for 8-bit textures. Can someone send me the link for such plugins for pcsx2 0.9.6?

Config->gs->plugin settings then enable the 8 bit tickbox. If you are running 0.9.6 you really need to download the new version
