Hey there, I have GT4 running with acceptable speed, but am unable to progress in simulation mode due to hanging when loading license test.
Have tried everything I can think of to resolve but no luck.
I am using ISO with svn 5186.
Win7 (64)
2500K @ stock
8gb ram
amd 6850 1gb
Try enabling 8-bit-textures on GSdx.
probrably a bad iso or bad iso ripping.
does it hang also on your real PS2???

I have 8 bit textures ticked.
The settings I have used to achieve good performance:
Graphics: GSdx(5191) 0.1.16 (SSE41)
=> Direct3D11 (Hardware)

Sound: SPU2-X 1.4.0
=> Interpolation: Linear

EE/IOP:
=> Round Mode: Chop / Zero
=> Clamping Mode: None
VUs

GS Window:
=> Wait for Vsync on refresh
Speedhacks:
=> EE Cyclerate: 2
=> VU Cycle Stealing: 0
=> Recommended hacks + MTVU (Ticked)

Disc worked fine on my real Ps2.
I'm sure I've come across that one before, isn't it the glitch that is solved by putting the game in progressive scan mode?
Two other things - I did find that certain EE and VU settings were better than others (faster, fewer graphics glitches)
EE Rounding Mode = Chop/Zero
EE Clamping Mode = Extra & Preserve Sign
VU Rounding Mode = Chop/Zero
VU Clamping Mode = Extra
I don't think GT4 is very tolerant of speedhacks with the exception of the MTVU which gives a really good speedup - perhaps try with the EE cycle rate and VU cycle rate speedhacks set to zero if all else fails?
