So ive seen people get full speed on games like tekken with intel dual cores and weak graphics cards, but im confused as to why i only get 40-50fps on games like Tekken 5 and burnout 3, are there any specific settings i cant tweak to squeeze a few more fps?

1. Download latest SVN and use MTVU speedhack along with others available:

2. Tick "Native" in GSdx
3. Change EE/IOP and VU Clamp modes to "None"
4. Make an ISO for your game and use it
5. Wait for answers from someone expert here

Yep ive tried all these, till not getting a higher framerate, any other suggestions?
After all else fails, buy a new system with "intel dual cores and weak graphics cards" combo.
Your CPU is outdated, brudda.
Then no 5 is the answer for you..
Or you can try something more aggressive like putting 384x384 in custom resolution boxes in GSdx...
Only suitable if you would go speed over quality though
People who plays Tekken games on c2d have at least 3,5ghz and considering "old crappy intel c2d" are around 10% faster at same clock than phenom II, you would need to OC your PII to like 3,8ghz to play it, probably similar with burnout;].
MTvu who makes use of third core with all it's greatness doesn't work on ALL games soo generally higher clock > more cores, if none of the speedhacks help you, OC cpu is pretty much the only way. Don't decrease your GSdx settings as proposed though, that GPU of yours is more than enough to run most games at full hd, it's just your CPU that's too slow/weak.
miseru99 was right..yep..PS2 require massive CPU power to get it running perfectly for almost anything
Even with a 4GHz processor, it is not 100% guaranteed you could hit 60FPS all the time for every game...
I have a PII x4 970 at 3.5 GHz and here Burnout 3 runs at ~45, 60 FPS.
Even dropping to 45 at times the game feels very smooth.
The black sky is the only issue, but is easily negligible.
I don't know how to fix it, anyway.
Sky issue workaround: Boot the game using software mode of GSdx, get in a race, exit back to menu then switch back to hardware renderer by pressing F9. Until you restart PCSX2 again, the sky will be blue, albeit a bit bugged
You'll have to repeat this each time you restart the game though.
