OC your cpu at least 3.4Ghz~
That failing, there are some basic configuration changes he can make. I got fairly good framerates with an E6600 running at 3Ghz.

First step is to enabled MTGS in the speedhacks. (You must be running svn build http://pcsx2.net/download/development/svn.html )

Secondly, you might need to adjust the resolution. The GTS 250 is a decent card, but it's no powerhouse. Go into GSDX configuration and enable "native resolution". Also, make sure you use the correct GSDX plugin. (SSE4x or some such.)

Thirdly, skipdraw might help. Set it to 10, and see if the framerate improves.
I don't know much about optimization because I don't have to do it too often, but I do know that all checkbox speedhacks seem compatible with pretty much everything I've ever played, therefore I keep them all turned on at all times. I don't mess with the sliders though, those can be complicated and much more touchy.
vu cycle stealing can bring wonders in games

Or not
Go to the video plugin and to Extra rendering threads set it to a number between 1 - 4 or higher maybe. It helps a lot in software mode and while playing for me.

Also MTVU hack.
