Official releases are always the newest pcsx2 most stable version and the newest most stable version of the plugins.
At some point the beta testers start making intensive testing only on certain pcsx2 and plugins version,and if they consider it stable enough,the official version comes with that pcsx2 and plugins version
PCSX2 r5350 - Most testing
And plugins revs they consider the most stable
GSdx r5334
LilyPad r5282
SPU2-X r5324
If you download the r5350 svn,you will have the newer plugins but they won't have the pgo optimization(which is supposed to give you mode speed)and will not be as stable as those from 1.0.0
