I am trying to run Liberty City Stories which is running slow. However the processor usage is never more than 25% (i5 2500). Is there a way to configure the cpus properly?

What do the ee% and gs% say when you get slowdowns

EE is between 22% and 27%.
GS is between 7% and 33%.
fps is 17.

check your power plan
are you in power saver mode?

OR

misconfigured GS settings e.g. framelimiter,frameskipping.

I just selected DX11 as it was on DX9 and it has gone to a normal speed now. EE time is maxing at about 84%.

The sound still sounds like its timestretching but the game is playable.
