Launching the game with all of the proper command line switches is working just fine, but when the game actually comes up, the steam overlay seems to have not come with it.
Google only showed me that others are able to use the overlay just fine. Same version of pcsx2 and steam. I also tried running the game through different graphics plugins (directx 9/11, hardware/software, etc) but to no avail.
