How does TC Offset generate it`s gsdx.ini values from the boxes in Gsdx plugin?
And if it has a formula what is it please?

If you see it in hexa, you'll see the left half is for the Y offset and the right half is for the X offset. So from the 0xFFFFFFFF number, you get 0xYYYYXXXX.
