I have never had this issue before.
It happens right as soon as I start up the rom from ISO.
Have you tried the stable version?
Disable your antivirus and DEP to see if that helps.
Also move PCSX2 to a new location like your desktop. Placing it in certain folders like Program Files can cause issues in Vista and 7.
I just tried the stable version and it works flawlessly. I've never had a problem with the revisions though. Now I can't use any of them.
If you delete the dev9gigarazi.dll plugin from the SVNs they will work again
