I think this is a known problem game. Plus you have low ghz and gpu strength needed to play some of the more demanding games. What is your EE and GS% at the top of the screen during slowdowns? What are your settings? Have you tried speedhacks? What is your average fps?

It runs only in software mode, and looking at those spec you probably have a laptop so that i5 is a dual core. In the GSDX setting you can try setting 2 software threads, maybe 3 due to the hyperthreading, but anyway I don't think you'll be able to get playable speed.
