Which is better for pcsx2?

In other words 550ti is faster, but it's not really soo much difference from just pcsx2 perspective, typical limitation on gpu's goes from memory bandwidth here so it's not a heaven and earth of a difference and we have a hack for that as well.
That nvidia does have twice as high power usage, so if you care radeon is actually better.

How much psu Watts do you need to run it?
Well the accurate answer for that would depend on the rest of your hardware. Also when it comes to psu's it's not worth to save money on;p. No-name and old psu's have weak 12V lines(which is most important nowadays), they're also very inefficient(ie 50% efficiency means you pay double for the electricity) and can randomly explode commonly destroying stuff that was connected to it;p.

Assuming you have fairy new system just lack dedicated gpu:
Anything new around 400W(and strong 12V line/s) with at least bronze certificate(85%+ efficiency) shouldn't really have any problems with this nvidia as long as it also have the cord(the 6 pin one) for extra power as this gpu certainly needs one.
With that radeon you can easily get with smaller psu, good 320W could be enough and don't need any extra cords either.

If you want to get it for old cpu especially overclocked one it might need a bit more as generally old stuff = less efficient technology, higher power usage and OC rises that even more;p. And if you also would currently have an old psu, then it's possible it has really weak 12V lines and even 500W could not be enough on it. On the other hand if you are upgrading old gpu just for the sake of dx11 and stuff like that, the new ones even that power hugging nvidia can be less demanding when it comes to power supply;p. Can't really guess.

Generally other than system check on power on situations when hardware would use W based on it's max TDP is like non existent;p, soo in normal situation at worst your system will not pass the test so it'll not even turn on when you add too much to it which will point you at getting new psu and nothing bad should happen. Non-normal situations include OC and no name psu's(which like I mentioned can randomly explode on it's own or with very little help^^).

Everything Miseru said here is dead on... I can attest to the exploding too (well... okay mine didn't explode, but I have had 2 catch fire...)
