can i please know where my problem is?
every game i play, fps drops down to 30 and everything goes super slow even dialogue.
Because your cpu is clocked @ only 2.10 ghz.
What games are you trying to play ?
Rogue galaxy, final fantasy xII, drakengaurd, none of them are working. so its the processor and that is it yes?

Yes, unless you're also trying to run the games in 3x+ native resolution in the graphics settings, then that too is also slowing you down
PCSX2 is very CPU heavy, most games require a quad core in the 3ghz+ range to get running full speed consistantly with many other games requiring even more than that.
