Here are the specs:

AMD A4-5300
AMD Radeon HD 7480D
4GB 1333 DDR3 RAM

I intend to run games like Smackdown vs. Raw 2011 and Tekken 5. What settings should I apply?
Default ones, to start with...
It should run the games but probably not full speed
Not really, the CPU has not enough performance to deal with Tekken 5.

As a reference: I had a Phenom II X4 @ 3,4 Ghz - this CPU run Tekken 5 "almost" fullspeed (some stages caused minor slowdowns)

The AMD A4-5300 is maybe half as fast :-( - because it has basicly only one module - so it is a singlecore from the FPU point of view - and this it bad news for PCSX2
Your CPU isn't fast enough for some games, so stick with default settings.

@cosmoruski: It's not really a single-core, the FPU can work as 128x2 FMAC or 256x1 FMAC. The bad part is since it's Piledriver, both cores won't put out 100% performance, but only one would. First core would put out 100% performance and the second one would be like 80% -- this is due to the shared decoder. This architectural flaw won't be fixed until Steamroller.

But yeah, and this chip couldn't be overclocked unless he went with FSB overclocking.
So defaults would work for SVR 2011? I found out that I lost the Tekken 5 so SVR 2011 is my top of the line game.

always start with default settings.
then adjust to your needs.
Okay. Just asking, I'm planning on upgrading the rig next week. Which one should I go for? Should I buy a NVidia GTX 650 or just buy an AMD A10-5800K/5700?
what is you current rig ?
