Trying to get steambot chronicles to play, tabbing through different render modes has removed the graphical glitches but I'm only hitting around 40FPS during certain scenes. Still at the start of the game.
System specs are
Graphics card is a Radeon 7800 running at 950MHZ core speed.
I've not tried cranking the CPU up further but I'd rather not push it as it isn't stable past 4GHz running prime 95.
Any config tips would be much appreciated, if any one knows the best way to setup for this game.
which plugins/speedhacks do you use?
what are your gs settings? Have you increased the resolution? Do you use the software mode?
Try gsdx-sse4 with DirectX10/11 in hardware-mode and speedhack MTVU.
Are your drivers/DirectX updated?
Is it a notebook??

I'm using GSD10 D3D11.
MTVU speed hack paradoxically appears to slow the game down rather than speed it up. disabling that particular speed hack alongside setting the MVU cycle stealer to 0 made the game much smoother. Still having issues in certain areas though.

If it slows it down please report it here along with CPU:

Try this:
Config -> video -> plugin settings
Tick enable hardware hacks
Open the config for that
Tick Enable aggressive CRC
Note in the description how it says "Works as a speedhack for: Steambot Chronicles"

HD 78X0. What number is in place of X? 7800 is just the series, as far as I know.
Also, what's your CPU cooler? If it's stock, then I can see why you don't want to push it past 4 GHz. But really, that CPU deserves a better cooler in my opinion.

The weakest 7800 is a 7850, isn't it? A quick google suggests that. A 7850 should be plenty sufficient.

Cool,, don't forget to turn it off when you change games!
(I always end up having weird bugs because of leaving HW hacks on >_<)
