I am new to this and I am wondering what I am doing wrong. I have the latest PCXS2. I have no game fixes enabled. Also the differences going on is amazing. SmackDown Shut your mouth is too slow and Dragon Ball z Budokai is too fast. But I am wondering what the recommended settings are.

Whether or not Frame Limiter is on or off, the same thing happens.

Uncheck disable framelimiting in first screenshot.

Change to DX11 in last screenshot.

Please post your hardware specs
Well knowing your specs would help. BTW enable frame limiting otherwise the game is going to go as fast as your hardware will let it.
Setting Vu Cycle Stealing to 3 is not a good idea either.
Neither is setting EE Cyclerate to 3 a good idea.
But Vu Cycle Stealing to 3 has never helped any games I've played

Okay, your system is pretty good, but the FX 8150 is bulldozer tech. It has weak single threaded performance, so you probably should try to OC to at least 4ghz (I have an FX 6300 which is vishera, the successor to bulldozer. It has better single threaded performance, but I still have it set to 4.12ghz and a few games still lag).

Turn of VU stealing speedhack. Then try with just EE hack, first at 1, then at 2, then at 3.
All 3 did nothing at all, it is still way too fast.

What's your Fps?
Try hitting tab while keeping frame limiting on.
Well for this particular game it is 120+FPS.

Pressing tab got Dragon ball Z Budokai working like a charm. The only other issue I have is I can't get my analog sticks to work.
