I bought a brand new PC but it seems that PCSX2 is not working well with it

Any Proper Configuration or fixes?

Yeah that pc is pretty weak

So,no chance to play the game around 55 FPS to 60 FPS ?

If you fiddle with speedhacks, maybe, since IIRC, this game isn't that demanding.
Apart from taht, back to your real PS2 for now

both are quite bad, but i'd say the AMD one is better for pcsx2 since utrabook CPUs are definitely not made for heavy cpu apps.
