So... I'm a laptop user of PCSX2 and I need help tweaking my settings to at least get 40-60 FPS when playing a game. Up front, the game I'm trying to play is KH2FM+ and here are my specs.

Intel® Core™ i3-3270M CPU @ 2.40GHz

RAM 4.00 GB with 3.87 GB Usable

and x64 Based Processor
That laptop is weak.
Set power plan to high performance and enable some speedhacks.

I've already done both of those and it still hangs around at about 23-46 FPS. Funny thing is, once I pause the game, it stays at 59-60 FPS constantly. If you don't undertsand, I'm meaning to say, the FPS only drops when I'm moving around. Otherwise, it's fine
Like KeytoTruth said, your laptop is too weak.

Alright, thanks. I don't know how it's weaker this go round. Last time I had PCSX2, it didn't lag like it does now
please define "last time"
when exactly ?
which pcsx2 version was it ?
which machine did you have ?

By last time, I meant about 2 years ago before I stopped using PCSX2 for a while.
I think it was version 1.1... Can't remember
And the very same laptop I have now
Taht's not surprising.
pcsx2 becomes more accurate through time.
means now, it can be more resource demanding than it was 2 years ago.

This makes me really sad though. It went from staying around 60 and lagging ever minute or so to lagging constantly and barely ever reaching 50+ without the game paused
sorry for you.
better keep playing on your PS2 until you can afford a better machine.
