Your PC is way too weak since it has an ultrabook CPU. There is nothing you can do. Emulation is completely different from PC games, so it doesn't matter what PC games you can play, it's not relevant.
That thing turbos up to 2.8GHz, it might be decent enough to play some games in native, no? (www.cpubenchmark.net/cpu.php?cpu=Intel+Core+i5-3427U+%40+1.80GHz&id=819) Make sure PCSX2 is using your 7570M and not your HD Graphics 4000. You should be able to play games from this list:

EDIT:
Also make sure your power plan is set to 'High Performance' so that Windows does restrict your processor as much.

The OP is asking about a specific game. They most likely won't run it well. They can try using speedhacks. MTVU may help a bit. The EE cyclerate hack should help and so should VU cycle stealing, but I'm not sure if it will be running at full speed
Ghz has nothing to do with it. The single threaded rating is underpowered for most games, and the fact that it's an ultrabook CPU means it is heavily restricted anyway. A few 2d games might be playable speeds, and maybe some light 3d games with HEAVY speedhacks would get close but that's it.

Uhh, doesn't that have a STP a bit lower than my Ultrabook? I know I can run stuff like Dark Cloud 1 and KH1.

Look at that STP. It's pretty decent. He should be able to run everything on the easy CPU thread and then some.
I said some light 3d games didn't I?

And this is completely irrelevant because the Simpsons Hit and Run is not one of those light games.

Edit: 1400 STP is not decent for sure. Most games need 1700, some need 2000. It's "adequate" for weaker games at best.

Yeah, it's a pretty heavy game. It will probably hit about 45fps max on that cpu.
Also it's more complicated than just STP with Ultrabooks, because they have MUCH lower power availability(like 17 watts or less), and several characteristics that make them different from normal CPU. So especially with PCSX2 I would not expect that CPU to turbo terribly well, since PCSX2 will be maxing both cores(and the 1400 STP is based on running a single thread, so for the test it DID turbo).

For Ultrabooks I basically think you need about 200 extra STP in most cases to run a game well. I.E. a game that needs 1200 normally would do okay on a 1400 STP ultrabook.

Of course there could be special cases.
