I buy mini-computer zotac CI320 and I buy 4GB of ram. I try few tutorials but the max speed is 35fps in Dragon Ball Z: Budokai Tenkaichi 3. How to setup the pcsx2 to play on my computer ? My operating system is windows 10.
Please post a screenshot of your pcsx2 settings and post your emulog, it can be found in the logs folder at the pcsx2 directory.

If it's this..... then you're really not going to get much emulation done at all.
The STP of that CPU is 478. You need 1500 at least to run most games at full speed.
the CPu's STP is 478 while you need around 1600 to get good speeds.
Play your games on your PS2. That machine isn't made for intense single threaded applications like Pcsx2
For the lazy ones:
CPU: Intel Celeron N2930 (quad-core, 1.83 GHz) Burst frequency

For the really lazy ones:
Passmark STP : 478

Sorry but your cpu is much to weak to play anything near full speed. I am a bit astonished that you even reached 35 fps.

Edit:
I hate ninjas...
I'm really surprised it managed to acheive 35fps with that processor, even my old core2duo goes down to something like 20-30 during battles on the specific game.
Could be a false reading. If he followed a bad youtube tutorial it probably told him to set all speedhacks to max.
So its imposible to play on my "computer" with the low graphic and frame skip ?
lowering the graphics won't change anything since your cpu is at stake, here.
framskip will help a bit, but not much
Yeah, accurate gameplay is quite impossible with your pc. You could try skipping frames but, that wil make the game a little unplayable in your perspective.
