Go to Config, Video, Plugin Settings and take a screenshot of that. I know in my particular instance I wouldn't get full FPS on D3D9 but I would with D3D11. Also, a screenshot of your speedhack page would also be appreciated!

Enable MTVU hack on the Speedhacks page.

Also, what Hardware Hacks do you have enabled under GSdx options?
