1 - make sure you aren't running on batteries, that AC power is plugged in
2 - set windows power plan to high performance
3 - use recommended speedhacks, and try tinkering with ee cycle rate speedhack between 1 & 2, myabe vu cycle stealing too (between 1 & 2 too)
4 - don't get your hopes too high. Your CPu's good a for a laptop CPu, bu it's sill only a dual core. And it may not be enough for something as demanding as Star Ocean 3
Hey why don't you try directx11 in the renderer instead of 9

There's been some talk of people having weird issues with dx11 when using windows 10, so either he didn't try it yet or he's one of those people.
I'm just going to be blunt. That laptop isn't going to run SO3.

1 - i have the charger always on.
2 - the Performance also set at high
3 - my CPU is I7 5th generation , before i had a laptop with i3 and it had better performance than this.

8 GB Ram, 2 GB NVIDIA , I7 CPU and it won't run this game, i had a worst Laptop than this and it worked.

That doesn't mean your previous CPU had a worse STR than your current one...
