Yes, all of those games should run on your computer.
keep in mind racthet & clank saga + Jak & daxter Saga will be unplayably slow, though

pop your PS2 DVD in your PC and give a try, you'll see.
But I think you'll get around 25 Fps

Playing them in good conditions is another subject.
I suggest you keep playing them on your PS2 for now

Gran Turismo 4, Jak And Daxter Saga & Dragon Ball Z Infinite World should all run fine on his computer. Sure, they might need settings adjusted/use speedhacks, but they should run at about 50/60fps.
