In order to help you further with your problem, please make sure the following are all provided.
- Your hardware specs - CPU, Graphics Card, Memory, Operating System.
- The version of PCSX2 you are using.
- Any non default settings you are using.
- What games you are trying to play and if you are playing them from ISO or DVD.

You need to enable HW Hacks and turn on Preload Data Frame.
Be sure to use OpenGL Hardware as the renderer and that the Blending Unit Accuracy is set to at least "Basic".

i am using version 1.4.0 of pcsx2
any non default setting i believe are as the adapter i am suing nvidia geforce gtx 960m
crc hack level i did partial (opengl)
and blending uni accuracy is set to high
flatout i did what you said, it still didn't help altough i do not know where preload data frame is, so i did nothing with it.

Preload data frame is what fixes the issue, so it's not surprising it didn't help. Next to "Enable HW Hacks" in the (Config - Video (GS) - )plugin settings menu there is a button called "Configure Hacks". Clicking that button opens a new sub-menu where you can enable the "Preload Data Frame" hack.
Sound stutter removal by using async mix insead of timestretch in spu2-x plugin configuration.

That causes other graphical errors in itself. It seems like this is the only game that has a graphic glitch no matter the setting.
