When I play any racing game with smooth animation like Gt4 or Enthusia I notice that wheels don't spin properly

It's not really a priority, it is more likely to be an "if it gets fixed, cool" kinda of situation. I suspect there is an amount of interlacing on the normal PS2 output which makes it look blurrier than it actually is, where on the emulator it's obviously quite clear.

I know that. But maybe something could be learned from fixing this.

It's probably just a slight miscalculation of the FPU calculations, there's quite a few in GT4 and have been for some while. But a slight animation issue is the least of our worries currently
