Right now I'm confined to my craptop, so I can basically only run RPGs or older ps2 games and try to hit 50fps, it works okay. Here are my specs:

Operating System =  Linux 4.4.0-34-generic x86_64
Physical RAM  =  15966 MB
CPU name  =  Intel® Core™ i5-5200U CPU @ 2.20GHz
CPU speed  =  2.692 ghz (2 Cores 4 logical threads)

I want to buy one of these end-of-life dual Xeon workstations since they're super cheep, but my question is: For emulation purposes, would an older 16 core/32 thread workstation outperform a newer 4 core 8 thread Skylake?

Do 32 slow-ish threads trump 8 fast threads?
For PCSX2, No. Hardware mode uses 2 threads, 3 if you enable MTVU (but that doesn't always help depending on the game). Software mode allows you to set extra rendering threads, but using too many hurts performance (generally speaking 2 extra rendering threads is about right). In either case though a newer quad core will destroy that old xeon. I think you would also find considering it's an end of life xeon that it's STR is drastically lower than any new quad core, and STR is the most important factor in terms of PCSX2 performance.
PCSX2 is all about the STP core count dont mater.
