I am playing GT4 on my laptop, and the menus run fine, but speed slows down dramatically when playing, or with any visual effects.

Have I got it poorly configured, or is my laptop not up to spec?

Intel centrino 2 duo, 2.4GHz
NVidia 9200M GT
4 gig ram
Vista premium

Who knows, since you didn't post any configs.

And yea, laptop is a bit weak too. Especially the video.

Post all your PCSX2 Config.
I can bet you can get 70/100% speed.
