All audio plugin that I tested with Guitar Hero was a little bit late. The best plugin I tested was ZeroSPU, that was almost on time.

Does somebody play the game on time?

Use SPU2-X and play a little with the Latency.And about ZeroSPU2 make sure that you've enabled the first two options and in CPU to limit the speed(to run at full speed...if it's NTSC - 60fps and if it's PAL - 50fps)
