of course. Like you would do on a real ps2. Using the bios.

You missed a step.

First, either:
1. Select CDVDnull as you CD/DVD plugin
2. Empty your CD/DVD drive of any discs (peops)
3. or Empty the selected ISO file (CDVDiso)

Next, select "File - Run CD/DVD" or "Run - Execute" from the main PCSX2 screen. This will start up PCSX2, and get you to the starting PS2 boot screen (BIOS).

From here on jesalvein is correct in saying that removing save file(s) works just like on a PS2.
