Hey i have DualCore E5200 processor so i think its not processor's fault.
I don't know how to choose optimal settings for:
E5200 2.56 GHz, nVidia 9500GT, Asus P5KPL-CM, 4GB RAM.
I founded one thread about this game. Someone pposted this game is playable with good fps.

Playable with good fps will depend on your system. First, update to the latest Beta (found in a sticky on the top of this forum) as it's a good 10% faster in most games.

That said, your CPU is still on the slow side for PS2 emulation, you 3d games generally require a very good PC (3.5+ghz dual+ core) to run games perfectly, most 3d games you should be able to get playable results if you play around with some speed hacks, but there is only so much you can do.

if everything else fails, use software renderer. that game needs a good machine to be runned (I have the game but the FPS in game with hardware renderer was 1 fps... so figure) but in my case the problem was the gpu, not the cpu. what % says on the top of the pcsx2 window?
