There is no such thing as a minimum requirement for PCSX2 to emulate specific games. That would take quite some time testing around with different specs and settings.

And sadly I can't help you as I don't own this game, but from what I've heard it is one of the more power hungry ones.

you'll need at least the recommended specs for pcsx2. perhaps even a bit more (gpu especially). and some speed hacks.

MGS3 needs a lot CPU power. I finished it on PCSX2 so I know what I'm talking about. Gameplay was fine and smooth, but cutscenes were like 6-30 fps for me. Specs are in my profile.
