0 Cheats loaded

I have installed the 1.4.0 stand alone version. It's in its own director lok c:/pcsx2, I have followed the guide to pnach files, I have tried different codes for the same cheat, I have carefully followed all walk throughs I can find and it always says o cheats loaded. can you help, maybe I'm missing something

put your .pnach file in c:\users\unvoi\onedrive\documents\pcsx2\cheats
