I just checked.
MSAA does not work in OpenGL with the plugin. I did a comparison.
The "Performance boost" you saw, was merely due to the lack of no AA. But hey, kudos if you didn't notice, that means you don't need the AA

Once I get confirmation from Gregory, that MSAA is indeed not supposed to be working for OGL. I'll disable the option in ogl for the time being, to avoid further confusion.

I have quite similar problem with 1.2.1 and 1.2.0! But in my case i didnt able to limit fps to 60! All the fps goes above 60!
Core i3 9100f 3.6Ghz
RAM=8GB
nvidia GT 1030
pcsx2 version-1.3.1

I read awhile ago in one of the svn build notes that msaa was removed from opengl plugin with mention of FXAA will be used/do instead i could be wrong though
