1.4.0 - Unable to open any games/boot to system screen

I have been digging through the forums for a few days, and it seems no one has the exact problem I seem to be having at the moment.

PCSX2 1.4.0 has not been able to open any of my .iso files, nor even be able to boot into the system menu.  It opens the emulation window, which stays black, and then the entire program closes without an error message.

I am noticing that there is there HLE Notice: ELF does not have a path. But it doesn't seem to mirror the issues other users have made. More frustrating is that it was working fine with a number of games with the exact same hardware about a year ago. NVidia drivers perhaps? I have a 1080 Ti.

I've been trying to compile the dev build.  If that changes anything, I'll post here.

do you get the same problem with ogl renderer ?
and software mode ?

OpenGL (hardware) works okay (didn't try that before. My mistake). DX11 and DX9, both hardware and software, both fail.

Although my problem is fixed, I'm curious: is having DX12 on my machine potentially causing this issue?

DirectX now works with that installed. Is there a reason the included DirectX installer doesn't install this? Or has that been fixed in 1.5.0?

DirectX is not part of windows,just because it support dx12,it doesn't mean the directx software is installed
This is an often mistake I see here

And if you are talking about the web installed that comes with pcsx2,I have seen it many times before failing to be installed properly,either because of some permissions,network connection or something else
I always prefer to download the whole 90mb+ installer rather than using the web installer which downloads what is needed during the installation progress

Correction on this, DirectX 9, is not a part of Windows. DX10/11/12 all package together, but 9 does not and that's what the 2010 package is. I don't recall where exactly, but it's used in a few spots.

Just saying, how much coding needs to be done for the emulator to become not dependable on version 9, but rather newer versions like 11?

since coding is much more ogl oriented now, hard to tell.
we planned to drop dx9 rendering anyways

We'll drop dx9 right after 1.6 releases.
