Yeah but when there's a checkbox and after the words "I understand" "I agree" or something like that, lot's of people just check it without reading everything. Questions with multiple choices require you to read entirely.

Not if you put a certain number of possible answers (in which just one it's right) and/or multiple questions:
Read the forum rules and then answer:
1)Are you allowed to talk about downloaded ISOs? Yes - No - Only if I have the original DVD
2)Will your thread be closed if you talk about piracy? Yes - No - Depends on the mod's mood
3)Will you be banned after getting a "Warning"? Yes - No - Only when its level reach 100%
In such a situation it's better to read and then answer than trying all the possible combinations hoping to find the right one, and even if the user didn't read the rules, hopefully he learned how things work here.

New users already have 2 captchas to fill out and answer one question. It's already too crowded and adding something like that just isn't worth it for the advantage it would give
