50 FPS but CPU not stretched at all

Yepp, exactly.

The King of Fighters Maximum Impact Regulation A is running @ 50 frames per second but the CPU stats at the top says, that my CPU is only stretched at 35%. How does it come that my CPU can't be stretched further so that the game maybe will run faster?

The cpu usage reported there is only for GSdx, the emulator is not included.
Look at the taskmanager to see how much cpu time pcsx2 uses.
Note that it'll still look like its not using your cpu to its maximum, but it does Tongue2

If it's stuck at 50fps... it looks like PAL to me, instead of NTSC.

(EU instead of US release)

Wish it would be PAL, because then it would run at full speed without Frame skipping. But no, it is NTSC. SadSad
