50% speed while playing no matter the settings

So recently iv'e installed pcsx2 and it isn't going well.

The game i'm playing is Persona 4, the first day it wasn't really that bad, then came the second day and it became bearable but today it's been going for 50% speed and under, and is making the game extremely annoying to play, stuttering audio and low frame rate is the main thing that's happening obviously. 

I have tried every single type of setting iv'e seen and none of them seem to work.  

my pc itself isn't really that bad, it has an i5 intel core CPU and 4g of ram which isn't really the best but it should be able to handle pcsx2 well right ?

In order to help you further with your problem, please make sure the following are all provided.
  • Your hardware specs - CPU, Graphics Card, Memory, Operating System.
  • The version of PCSX2 you are using.
  • Any non default settings you are using, such as speed hacks or presets.
  • Your GSdx graphics settings (a picture of the settings dialog is preferred)
  • What games you are trying to play and if you are playing them from ISO or DVD.

If you're on a laptop with a Nvidia graphics card and using GeForce Experience, make sure Battery Boost is disabled. This will put a hard 30 FPS cap on anything at all.

I had this issue with some games. Have you tried disabling/enabling Vsync?

Your pc hardware is at brotherline, You might want to use the latest pcsx2 1.5.

your i5(type-U)processor is low-powered CPU thus there no chances to run the emulator at that decent speed-rates.

This is not generically true at all.  His CPU happens to have a low STR (below the recommended minimum) but being a type-U processor doesn't matter at all if your STR is decent.  I have a type-U and get at least a solid 60 FPS on every game I play (at 2-3x Native resolution).

I would check to make sure that you do not have your monitor refresh rate set at 30 Hz.  I experienced a similar issue once where all of my games were locked to 30 FPS and noticed that somehow my monitor had switched to 30 Hz.

Also a minimum 1600 STR is recommended, and your CPU does not quite hit that mark: https://www.cpubenchmark.net/singleThread.html

U versions of processors do and don't matter. Like latreides said the actual single threaded performance is the main important stat. The other thing about U processors is the lower TDP which can mean throttling under extreme cases like emulation, where hardware manufacturers did not build adequate cooling or power delivery in to their machines.

So when it comes to emulation I don't personally ever recomend a U series processor when the person asking has the ability to get a HQ or HK instead even if the STP is identical since the HQ\HK shoul be able to maintain that level of performance longer.

Thats true, but its more of a matter of a poorly designed computer, or a bad environment.  The same can be said of any computer.  I have had plenty of non type-U PCs that would throttle often because it gets too hot, either because the room I was in was poorly ventilated in the middle of summer, or the computer just was not built with adequate cooling (or everything got covered with dust).  This problem is more pronounced with a type-U processor, but its not specific to it, and it should not matter in a decent computer.

Absolutely.  Never get a type-U processor if you have the option to get a non-U variant.  Laptops and small form factor computers do not often have a choice though and with those processors, all other things being good, a type-U processor with a good STR will get you full speed in PCSX2 no problem.

Only if you have a bad setup, as discussed above.  I have a nice little type-U and I use it solely for emulation, and I often play for 4-8 hours straight, with emulators that push the CPU to its limits, and have not had any issues at all (knock on wood).
