I've compiled a list of SpecialHacks (such as 60fps & 480p) from various sources, for games that I don't have myself.
Dig in.

Progressive scan hacks are useless for PCSX2 as far as I know, since all games are non-interlaced anyway.

And I tried the 60 FPS Persona patches a long time ago, they don't actually work if I remember correctly, they mess up the audio and make the game run too fast.

Progressive scan makes a difference in some cases I think(Star Ocean 3, good example).

The 60 FPS patch seemed to make a tiny few scenes smoother in P4, but nothing major.

a 60fps patch for FFX/FFX-2/FFXII would be nice.
Even the FFX/X2 HD Remaster on PS4 is still 30fps. pretty sad.

there are some games that need de-interlacing like Jak & Daxter, Gran Turismo 4 (PAL version only I believe) and some more I don't have in my mind right now.

as for 60fps patches.
I know the Kingdom Hearts games are using an internal framelimiter that can be easily turned off by changing an variable.

some other games might have frame animation syncing so that the framerate exactly matches the animation framerate.
Final Fantasy X might use this method and I have no idea how to change this.
switching the internal framerate from 30 to 60fps might just double the speed in this case but that's not what we want.
If FFX does not use frame interpolation for animations then it's pretty much useless anyway, exept for camera movements.

BUT, since nobody has tried finding a way, nobody can say for sure.

Why are fps patches and widescreen patches in the same archive? Why not separate them within 2 zips inside of a folder in the main pcsx2 directory? Is it because pcsx2 wont be able to read from 2 separate patch files at once?

No, it wouldn't be a problem to change this in the patch engine code.
I think the reason is that there aren't many 60fps patches for games so they didn't bother putting them into a seperate zip.

there any news about a 60fps patch for FF XII?
for FFX I gave up because we have the HD remaster which is way better than the PS2 version.
