Does anyone knows where I can get 60fps codes for PAL games.

Nowhere.

PAL games run at 50 FPS. So you'd have to find different time modifiers and mess with the overall speed even further. It's just not going to happen.

instead finding a code for the PAL60 just "edit" via PCSX2_vm.ini on the ini folder
and look for "FrameratePAL=50.00"

but sounds will speeded it up..

if you play a game with "no sounds" then that might be fine for you.
