Thankfully the address to unlock the fps was very near the one of the non modified game (http://forums.pcsx2.net/Thread-60-fps-co...#pid547245). I found it by trial and error, at the 3rd or 4th try . It was just luck.
The value for the animations is 3E400000 (0.1875 in decimal numbers). 3E800000 (0.25) was too fast, and 3E000000 (0.125) was too slow, so I used the value in the middle. It seems right, but I haven't counted the duration of animations in an accurate manner. Speech gets cut too soon when you are controlling your character. I haven't seen how cutscenes are with the code yet.
By the way, the game is very demanding for the CPU, especially with the 60fps code. At least in the early areas. I'm at the edge of buying an i7 7700K. I wonder how much faster it will be than my CPU if I reach 5GHz with that i7. Extrapolating the results of a 6700K benchmark of FFX-2, maybe I'd gain a 29% extra speed.
