95-100% GS?

So I've been playing Naruto Ultimate Ninja 2 and I have been getting around 95-100% GS numbers during cut scenes (not movies) and when I'm walking around the village. My EE stays around 30-45% during those parts and I'm usually getting 50-55fps at 2xnative resolution. When I'm actually fighting however none of problems show up and I'm always running perfectly at 100% speed. What is going on during those other parts? The fight scenes are way more graphically intense yet I run it perfectly.

the last time I played this game, the free roam was more demanding than the battle scenes on my core2duo. you can probably try the MTVU hack to observe any improvements in speed.

Maybe vu cycle stealing could help as well.
Or try skipdraw with low numbers.
