Please, unmark the "Disable Framelimiting" at GS tab under Emulation Settings. This will prevent the FPS going above the correct values (59.94 for NTSC, 50 for PAL).
For the FPS going under... well, it depends on the game, some are more demanding than others. Skip frames should be disabled too, unless absolutely necessary.
