Is there a Way to convert AR Max US Codes to AR Max PAL Codes?

Codes cannot be converted universally from one version to another. It depends entirely on how developers wrote their games; some games may behave identically and use the same values for cheats, others not. If the codes do not work, your best shot is to Google around for region-correct codes. Or, if you know your way around a disassembler/debugger, to figure out how to properly replicate it in the other game region.
